Yes the speed of the DSL also depends on your location. Depending on the location, DSL modems can train anywhere from 1.5 Mbps to 4.0 Mbps downstream, and 128 Kbps to 1.0 Mbps upstream.

cvlear history
restore defaults!
check for all filters!
see if security alarm is ok!
