I had this problem after getting a new motherboard and having to run repair of XP Home against an original non SR CD. I managed to connect eventually after downloading and installing SR2, .NET Framework (this may not have been necessary) and the latest Speedtouch drivers from Alcatel. NB. The Start Menu connection now works, but not the Desktop Icon, nor the entry in My Network Places properties.

OK I know this is probably too late but it may help some of you, i had the same "could not create" error on the speedtouch modem i solved it very simply by going to

Start >- Run then typpe in "services.msc" ok

then look for remote network access & set it to automatic

plug and play & set to auto

& universal plug and play & set to auto

come out of there try your modem & voila, it works.
