Hay All,
If you got massage “unknown error” and the blue of the top says “managed MAPI service catastrophic failure” when open Outlook Express any version, So i have some ideas for this error.
You update latest Norton Antivirus/AntiSpam program was fixing “managed MAPI service catastrophic failure” problem. Install the update and Start Norton Antivirus/AntiSpam Program update. After finish the Norton Antivirus/AntiSpam updating restart your computer. How to run liveupdate see more detail in www.symantec.com

managed MAPI service catastrophic failure - solution
I had the same problem recently, hence how I came to discover this thread, I kept getting the error box with "could not initialise CLR unknown error" in it.
I eventually solved it by trial and error, but it was a simple enough process. I opened the Outlook folder (with the tools / folder options / show hidden files activated) at:
C:\Documents and Settings\Application Data\Microsoft\Outlook
and replaced the old outcmd.dat file with a fresh one lifted from another (fully functional) outlook from another PC.
Obviously the original had corrupted, and wasn't allowing outlook to start up correctly.
Once I started Outlook again, all was fine, all files and addresses etc were still in tact, and send receive was working too. No more errors.
Hope this solves your problem as easily as it did mine.

Spike, I think that you were lucky. I tried your fix but it did not make any difference. I must have spent about a total of 12 hours searching forums, news groups - and of course, the Microsoft Knowledge Base - when I came across a short comment by Luther in an Outlook forum hosted by Microsoft. He said that uninstalling and reinstalling .NET Framework is the usual solution. In my case, he was absolutely right!
I run Outlook 2003 with Business Contact Manager. My problems started after I had downloaded recommended updates from the Microsoft Update site. Here is how I solved the problem:
Go to Start - Control Panel - Add/Remove programs. Look for Microsoft .NET Framework. Remove all programs that are Microsoft .NET Framework programs - you may have more than one version installed and you may also have hot fixes or patches.
Once you have removed all traces of Microsoft .NET Framework, place your Business Contact Manager CD-ROM in the drive. It will start automatically. A message will state that you need to install .Net Framework. Click Yes and Microsoft .NET Framework will be reinstalled.
After you have rebooted your PC, try opening Outlook. Your problem should be solved!
