A power surge occur in my hard disk and ceased to function. It occurs to me, could I change the affected circuit or power or power board and get access to the data that way. Please suggest me from where I search for the proper place to ask for advice?

No one can help you. Because I think it is impossible to repair HDD DIY. I have one suggestion to buy a surge protector and to regular backups.
