Can I use two diffrent dsl connections in one server?

dear experts,
i need help
i have 30 pc running win98 with squid cache
and two working diffrent dsl connections with diffrent proxy
1)proxy.xyz.com
2)proxy.abc.com
i want to make setup that both will work in one hub in stand by mode in case one drops my browsing will stay running
here it is what i do when one line drops i put the others modem cable in hub
then change the proxy and restart the DBMs - Vs there any way that i resive both with diffrent isp and joint them in one and give my 30 pc third my own proxy setting

just buy a dual WAN router than can load balance both DSL connections automatically.

just googling i read that dual router didnt work with some isp
