Is it possible to have a computer access my computer via a phone line if I am on cable modem... so that my computer can at like an ISP so that my father does not have to pay for Earthlink? Although we're not in the same house... So i guess my computer would be acting like a Server.. what ever.
Yes, it's possible if you have the technical know-how. However, the major thing here is unless you're purchasing whoesale and/or business internet access from your cable company, you're most probably violating your terms of service with the cable company.
If you don't know whether or not you're getting the right kind of access from the cable company, you'd want 1) check your TOS to make sure there's nothing against running a server using your connection, and/or 2) call them to verify that is allowed and/or what kind of plan you'd need.

how do you do it???
i have searched endlessly and can not find out how to publish my website using my home computer as the ISP? I know that it is possible but i can't figure out how to do any advice would be great! please details!

Hosting your own Website
You can use a service like TZO.com, and point it to a folder on you pc and you are hosting your own site. You can use your own domain name, or a free TZO sub domain.
