Westell Dsl Modem, will not accept firmware upgrade

Could anyone comment on why the Westell Dsl modem will NOT go to configuration mode?
The DSL line is already enabled & this is second modem for second comp in house of a friend – Not used simultaneously of course. Have followed EVERY suggestion of tech support of DSL provider & manufacturer & NOTHING works & yet modem h/w set tests GOOD?

It may need firmware upgrade.
When file is D/L & saved to desktop of friends comp & we follow each step precisely when we go to IE address bar & type in the IP config number [254.xxx.x.x] it is “supposed” to auto detect modem & then should pop open menus to configure.
But it ALWAYS says can not detect offline & yet all modem lights check out ok & you can hear dial tone etc through phone attached to modem

This is reaching here, and perhaps you've already tried this - but have you tried swapping it for the first DSL modem that IS working, and seeing if you can use that computer to get it to go into configuration mode and accept a firmware upgrade?
