I am not yet aware of AOL proxy servers that will increase the speed. The TCP/IP window size tweak will help speed provided you have enough available bandwidth. Around here Telus provides Adsl but it stops at 150-160k and that's all you get. It's too slow to tweak as the limit is not the O/S but the service itself.

Typically connections that already get 200+K download speeds respond the best to tweaking. But if the available speed isn't already there then there's nothing you can do.

If you are only getting 70K then there's no bottleneck in the O/S - it's in your ISP. To ensure I would use a RWIN of 64240 which seems to be good up to around 500k. But again, I think it's a case of having a slow ISP.
With Show here an untweaked computer will usually get 300K or so. If it gets tweaked it will climb up to 500-600K. That's because the speed is there but the O/S is the bottleneck. In your case your ISP is the bottleneck, sorry to say.
