Can I use the settings for cable modem to increase speed on my ADSL modem, or other configurations are needed ? My modem is `Alcatel speed touch Home`.

You sure can! You would have to contact your ISP for information regarding the proxy server though.
If your ISP uses one, ask them for the machine address, otherwise you can only really so step 2, adusting your tcp/ip settings.
