I can download my yahoo mail via pop3 from dialup to my laptop at home, but at 22k (rural area) it's very slow. I can access the internet with my laptop at work, but our draconian IT department blocks Yahoo. I can get around that by using a proxy server in IE (I find an active one via publicproxyservers.com), but I still haven't figured out how to download my yahoo mail at work to Outlook with pop3 via a proxy. I tried using sockscap to bypass my server at work, but couldn't get that to work, either for IE or for Outlook. (There's no ethical issue here -- I use my Yahoo mail both for personal and professional communication, as I often work away from the office. But the IT department is inflexible on this issue).
I don't think it will work. The problem is that you are using a Proxy Server to get around the IT dept at work to access your yahoo account. You are finding that using a Proxy makes Outlook not able to get your Yahoo account.
The only way to fix this is to configure your Proxy Server settings to exclude the Yahoo mail server. The problem is that it then tries to get directly connect through your IT department network. As you found out - that doesn't work.
In my case I use Shaw's proxy server (my local ISP's Proxy) for 99% of my surfing. I do this for speed purposes as it's usually much faster. The problem I had is that I could not get my Outlook to retrieve my HotMail account. The solution (in my case) is to add HotMail to the exclusion list in the proxy server settings. That way my connection always uses the Proxy - except for Hotmail. That causes OE to properly retrieve my HotMail account.
I'd recommend the same in your case however you can't do that because the minute you add Yahoo to the exclusion list it will try to connect through your work network and your IT dept has stopped that access. So, basically you're stuck without the ability of IE to grab your Yahoo account

How to bypass blocking software at work or school
For example, if you want to get around the Web blocking at work, don't install the Circumventor on your work computer. Install the Circumventor on your home computer. When the installer is done, it will give you the URL for your new Circumventor, and then you write that URL down and take it in with you to work, where you can use that URL to bypass the Web blocking there.
Similarly, if you're in China and blocked from accessing certain sites, don't install the Circumventor on a machine in China; instead, get a friend to install it outside China, and then they can send you the URL that you can use to access banned sites. This type of software is also called Anti-Proxy Software or Proxy Avoidance Software.
The Way this works is that the Circumventor program creates a custom website which can be accessed at work and provides access to web sites such as Yahoo Mail , google mail ,hotmail (which might be blocked by Websense at work) by routing the website requests through a proxy webserver installed on the home computer. The home computer needs to be up in running in order for the web site requests to be routed. The Core software for this application was developed by the Open Server Architecture project.
