I often hit the CapsLock key while I'm typing and end up with ALL UPPERCASE TEXT. I have no real use for this feature and have disabled the stickyness of the CapsLock key. It functions exacly like a Shift key - you get upper case only while you hold it down.
This is accomplished by keyboard remapping. The CapsLock Key is simply remapped to function as a Shift Key. Any key can be remapped. This is not recommended for gaming as many games remap keys differently.
