The first step would be to conduct a site survey to determine transmission requirements and potential spots. I would suggest contacting a suitable local consultant to do this for you.
I received five different solutions from five consultants. I hoping that there might be a standard benchmark that I have to modify it for my use.
Here are a few of the recommendations:
(1) It was recommended to install access point in each building and put a bridge on each floor.
(2) A sputnik access point in one building and powerful antenna on the roofs.
I made the complete survey for my problem.
However, here are some of the measurements:
Each building is a 60ft high and 200 ft width.
Each building has 1st floor - 25 Apts, 2nd floor – 20 Apts and 3rd floor – 20 Apts
There are lots of trees no direct line of site between buildings.

Thanks for the additional info - An AirPoint Pro being 802.11B supports a recommended maximum of 32 users and is a good AP for this type of application.
I'm not quite sure what you mean by "4m x 640k" however the rule of thumb for generic surfing habits on broadband is 2 users for every 64kb on a simultaneous connection - i.e. 128K can support 4 users, 256K supports 8 users etc.
This factors that actual download times are usually not concurrent with the above numbers of users and that even during periods of full utilization each user still has 32KB available.
