Can I Connect my PC with Upstair PC using Cable Modem?

My this PC uses RoadRunner and I would like to connect with my upstairs PC for file & peripheral sharing and to access Internet.
What's a good way to get this accomplished?
One thing I want to clear that,I know nothing of about Networking...

I have the The BEST possible way to do this:

Buy a second IP address from Road Runner - It should be between $5 and $10 per month. Put a network card in both machines and go for to buy a small 4 port hub and a couple patch cables. Plug in your both computers into the hub and the cable modem into the uplink port on the hub. Configure the second machine for the second IP address and disable file sharing using TCP/IP and use NetBEUI for file sharing.

If you can't get a second IP address, you will have to share with a router or software.
