You can find w32.spybot.worm removal tool by going with following link.
http://securityresponse.symantec.com/avcenter/venc/data/w32.spybot.worm.html

Also you can disable system restore, reboot and then re-enable system restore to clean the restore files.
Also go to Start >> Run >> Type msconfig and click on Enter >> Startup Tab.
Except antivirus program disable all the application running over there. Reboot your computer and check for error. If it doesn’t show you an error then check for process which causes this problem.

There's no link for a removal tool, but only removal instructions. Know the difference and get it right, it helps.

Was that last reply a attemp to send people to a useless spyware tool or what. Unless N/A means something other than Not Available he is a jerk. I cannot believe the problems with windows. You people should know by now that xp is a better system than any other microsoft system but is so virus ridden that it is almost useless. I will reply when I find out how to remove this problem.

I did not find a removal tool. I had to do it manually using the instructions on symantec's site.
1. Disable System Restore (Windows Me/XP).
2. Update the virus definitions.
3. Restart the computer in Safe mode or VGA mode.
4. Run a full system scan, and delete all files that are detected as W32.Spybot.Worm.
5. Delete the value that was added to the registry.
6. Delete any zero-byte files in the Startup fold

The value changed was HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
and to the right it said lssas.exe
but might say a couple of different things.
In safe mode norton was able to delete the 3rd infected file. In normal mode it could only get 2

You can go to this site it explains the removal

http://www.depts.ttu.edu/helpcentral/Quick_Fixes/W32_Spybot_Worm_Fix.php

This link is how I fixed the problem and unlike the other person I am not sending you to a useless site.
