Linksys-B Broadband Router BEFW11S4

I baught a new Linksys BEFW11S4 set- fallowed directions and received a good amount of directions from Linksys web help and when everything was adjusted correct(Dial-up for laptop acess) except http://192.168.1.1 the websight will not open or activate (Web Site Not Responding ) is what I receave every time I try go to the websight to finish seting up my router system!! I have tried these Linksys setting from www.linkys.com help with this information that I have Adjusted as Linksys informed me to:::::

I have had this new object for 2 weeks and I have fallowed directions over & over again and it still won't work on my notebook computer!
Today from this websight I have:checked my computers SSL2.0/3.0,TLS 1.0,FTP,HTTP and were reset to meet the router requirements and read/checked/installed Answer ID:534 installed work fine,568 the web http://192.168.1.1 website not responding (again,again..), 703 checked settings, 1751 downloaded file v1.50.14, typed in http://192.168.1.1 and website not responding (again & again)!
If I could get through to this sight http://192.168.1.1 my router & Adapter may work! What do I do to be able to get through to this internet setup or where could I take my new notebook, router and adapter to be installed? My internet access is cable/dialup!
