In Los Angeles an ISP called NexG is offering a true alternative for T1. They developed a service called VAAN which offers 5 mb downstream and 1.5 upstream speed with unlimited public IPs for about half of a T1's price. Do the math, 3 times faster download speed, about same upload speed for half price... I been using it for about a month now and I'm loving it. I have my own webserver, mail server and the VAAN is fast and very reliable.
