I am having Pentium 133Mhz, and I want to run Broadband on this system, Is it possible to run Broadband below the recommended 200Mhz? and the PC would be accessing it via a 4 port router with modem

Normally it would work fine, but the problems comes when you will go for flash settings, and other which use maximum processor and video resources, and also creates problems for online gaming
