Need to Monitor downloads accross network

Hello Guys,

Can anyone point me to some software that i can install on one pc but that can monitor the downloads of all pc's within a network. I don't really need to see what is being downloaded but how much data is being downloaded.
Also as a bonus if it has a way I can limit downloads between certain times for specific pc's that would be great.

Any help would be most appreciated...
