Do all voip companies offer softphones?

I'm searching for a company that will let me use a softphone with their service. Some I have come accross have an extra charge for using softphones - why?

voip.com Softphone (Communicator) is free to download, you can make free calls between members.
ViaTalk offers a free soft phone service with your account that will allow you to make calls from your computer.
