Need blocks of IP addresses, will pay

I own an ISP and am currently trying to purchase large blocks of IP addresses. All my IP's are from different blocks and I would like to make them more contiguous. If anyone knows an ISP that might be willing to sell please let me know. My goal would be to minimally get a /19 (32 – Class C’s) up to a /14 (1028 – Class C’s). To become a Local Internet Registry (LIR) up to the organisation itself.
Any organisation with a legally established office in the RIPE NCC service region can become an LIR. Organisations who require their own routeable block and are in need of a large amount of addresses (/21) to become an LIR.
