Hello,
I can understand the variations in speed, since it is satellite internet and so many things even the fact that a bird has pooped on the dish can hard your reception. I know its funny, but I am serious! Clouds, rain, winds.. you name it can interfer with your signal and cause slower speeds. There is also the fact that during certain times, other satellites are covering the same area which might cause interference. So all in all, even if you are the only customer they have and are using the net byself, if your signal isnt strong and your laptop or computer is not tweaked for satellite (TTL and Packet Size) connection, no more what the ISP offers, you will always be disppointed.
Consider getting verizon broadconnect or cingular edge or something. I know they have different types of data plans and one of those might be more reliable for your area. If you are lucky enough to have cable in the area, get it! I have always recommend cable over dsl for tech savy people. DSL is for the common who wouldnt pass out at the thought of loosing internet access for few hours. ha ha
