www.iberpass.com is not a free ISP, but they have a very good and inexpensive system that can give you access almost every contry in the world with local numbers. Very inexpensive rate/hour for use.

I don�t know about �METCONNECT�???
but �NET-ROAMER.COM� is both International free ISP and also International cheap ISP
